Quality Eye is a tool to determine of the connection’s quality. The circle represents a selectable timespan like 12 minutes divided in 12 parts for easy reading. Therefor it wil show the last time-span connection quality that is rated from the combined measurements of dropped packets, sequence errors, buffer underruns and peak jitter. You can use the tool to determine is a connection is good enough to go live. The rate is coloured with a green (all good) to a yellow (nonaudible artifacts) to red (no go).
You can switch on the Quality Eye by the main menu or pressing the shortcut Q key. 
The time-span can be selected by clicking the time indicator, thus showing the menu. 1 and 12 minutes are useful for predetermining the connection, 1 or 12 hours for monitoring the session. ?
